Nicolle Barton is currently the Executive Director for the Criminal Justice CoordinatingCouncil for the City of St. Louis. This Council is tasked with ensuring the fair administrationof the criminal and juvenile justice by increasing effectivecommunication, collaboration,and planning. Previously, Nicolle was the Consent Decree Coordinator for the City ofFerguson where she was tasked with ensuring both Municipal Court and Police DepartmentCompliance of federal oversight for the City of Ferguson. Nicolle worked closely with theUnited States Department of Justice and the Federal Monitoring Team to ensure court andpolice reform efforts meet the requirements of the Federal Court order.Previously she served as the Inaugural Commissioner for theSt. Louis City CivilianOversight Board. She earned her Master’s Degree in Legal Studies from Webster Universityin St. Louis.She also has a Bachelor’s Degree in Administration of Justice. She has a background inboth law enforcement and community engagement. Nicolle has 16 years of experience inlaw enforcement working for the Missouri Department of Corrections, Division of Probationand Parole.Nicolle worked in the Ferguson community during the Ferguson crisis where she assistedwith community and police reform efforts. She has been a longtime supporter andvolunteer for Social Justice Reform and Criminal Justice Reform. Nicolle served on the St.Louis County Board of Executives for the Family and Domestic Violence Council from 2009until 2016. She served on the subcommittee that helped develop the first St. Louis CountyDomestic Violence Court.Nicolle has over 20 years of professional practice and experience in training, leadership,auditing and operations. She assists in writing policies and procedures, developing andimplementing training, and has served on various committees throughout her tenure. Shehas implemented Strategic Planning and Community Engagement efforts in the St. LouisCity and surrounding areas.Nicolle is a Member of the National Association for Civilian Oversight of Law Enforcement(NACOLE). In 2020, she was elected to the Board of Directors for NACOLE. She has beenrecognized as a leader in“Eliminating Racism, Empowering Women”.She has spoken atnumerous conferences in 2023 as a subject matter expert; including IACP, NACOLE,NOBLE, and NLC. She is also a Certified Fraud Examiner, a Member of the Association ofCertified Fraud Examiners, a Member of NOBLE, and certified as an Oversight Practitioner.
